复杂系统视角下的新型国防战略智库建设研究

Research on the New-Type National Defense Strategy Think Tank Construction from the Perspective of Complex Systems

[目的/意义]新型国防战略智库是经济建设与国防建设统筹发展的重要智囊,是提升战略管理能力和决策质量的智力基础。[方法/过程]本文提出了新型国防战略智库的建设需求,界定了新型国防战略智库的概念内涵,解析了理论研究、决策咨询、政策解读、监督评估、市场服务和舆论引导等职能任务,从战略性、多样性、协同性、科学性以及安全保密性等方面,总结了新型国防战略智库的主要特点,构建了复杂系统视角下的新型国防战略智库的体系框架,探讨了目标、需求、组织、机制、手段和人才等六大构成要素,从找准自身定位、突出学术独立、创新运行模式、构建理论方法、加强人才培养等方面,分析了新型国防战略智库建设需要关注的重点问题。[结果/结论]本文提出的体系框架和关注的重点问题等研究结论有助于深刻认识新型国防战略智库的本质特征,为开展新型国防战略智库建设实践活动提供思路方法。

[Purpose/significance]The new-type national defense strategy think tank is important for the coordinated development of economic and national defense,is the intellectual basis for improving strategic management ability and decision-making quality.[Method/process]This paper put forward the construction requirements of the new-type national defense strategy think tank,defined the concept and connotation of the think tank,analyzed its functions and tasks such as theoretical research,decision-making consultation,policy interpretation,supervision and evaluation,market service and public opinion guidance,summarized the main characteristics of the think tank from strategy,diversity,coordination,scientificity,security and confidentiality,construct the system framework of the new-type national defense strategy think tank from the perspective of complex systems,discussed six main factors including goals,requirements,organizations,mechanisms,approaches and talents.This paper also included key issues that need to be paid attention to during the construction of the think tank,such as,identifying its own positioning,achieving academic independence,innovating operating models,developing theoretical methods,and strengthening personnel training.[Result/conclusion]This paper put forward research conclusions about the framework and the focus will help to deeply understand the essential characteristics of the new-type national defense strategy think tank,and provide ideas and methods for think tank construction.
