[目的/意义]在G20峰会机制形成过程中,L20跨国智库网络生产的政策知识为加拿大前总理马丁提出的"L20概念"提供了智力支持。研究L20跨国智库网络生产政策知识的组织架构和过程,能够为智库有效参与国际公共决策提供借鉴。[方法/过程]本文通过档案研究和访谈,收集了有关L20跨国智库网络的组织与研究活动的第一手资料,结合"社会网络分析"方法,对L20智库网络推动G20机制升级的过程进行了案例分析。[结果/结论]通过维持"蛛网社会网络"结构和遵循"查塔姆研究所规则",L20跨国智库网络让学者、专家和政策官员之间实现双向互动,共同参与政策知识的生产,确保了生产出的政策知识的可信性和权威性。L20跨国智库网络不仅研究全球治理失序的原因以及可行的改革方案,还努力把其政策概念和政策建议传播到各国决策层,以推动全球治理改革。在G20峰会机制形成过程中,L20跨国智库网络发挥了政策咨询和政策倡议的作用。

[Purpose/significance]To study how the L20 transnational think tanks network produces policy knowledge and why its policy knowledge is authoritative and provides intellectual construct for the "Leadership 20" concept proposed by former Prime Minister Paul Martin.[Method/process]This paper collects first-hand information about the organization and research activities of the L20 transnational think tanks network through documents research and interviews,and then uses the "social network analysis" method to conduct an in-depth case analysis of the L20 think tank networks.[Result/conclusion]The L20 transnational think tanks network allows scholars,policy experts,and decision makers to exchange ideas freely and co-produce policy knowledge,by maintaining a hierarchical network structure and following "the Chatham House Rule",by which the credibility and authority of the policy knowledge is ensured.The L20 Transnational think tanks network not only studies the causes of global governance deadlock and feasible reform plans,but also strives to disseminate its policy concepts and policy recommendations to decision-making circles in various countries,in order to promote the global governance reform.During the upgrade of the G20 Ministerial Conference,the L20 transnational think tanks network not only provided policy advice,but also did policy advocacy.
