智库全球性指数产品的政治蕴涵——以核威胁倡议的NTI/NSI为例

The Political Implications of Global Indexes Produced by Think-Tanks:The Case of NTI/NSI Belonged to Nuclear Threat Initiative

[目的/意义]西方智库把握着全球性指数的话语权,辨明相关指数背后的政治蕴涵,有利于科学认识和利用此类指数。[方法/过程]本文以核威胁倡议组织的核安全指数为例,从评价工具、评价活动和榜单排名3个层次分析指数的影响作用和内部蕴涵。[结果/结论]核安全指数表面上是国际风险评价工具,服务于全球核安全勘察,具有规范管理价值,暗中却以美国利益预设立场,通过评价,为亲美政治联盟站台,打压异己,带有政治偏向。本文建议中国的新型智库重视全球指数开发,积极竞争指数的国际话语权,维护国际社会的良秩公序。

[Purpose/significance]Western think tanks have a greater say in global indexes.When we try to understand and make use of the indexes,it will be helpful to recognize their political implications.[Method/Process]With the case of the nuclear security index (NSI) developed by the nuclear threat initiative (NTI),this article makes a distinction between the impacts and the political implications of global indexes at the aspects of assessing tool,evaluation activity,and ranking list.[Result/Conclusion]As an international risk assessment index,NTI/NSI is apparently constructive for global nuclear security inspections with a normative value of management.But it presupposes a position basing on the interests of the United States,which boasts up America’s allies but squeezes the opponents secretly.It suggests that Chinese new-type think tanks should attach more importance to the development of global indexes,and try to have a say in this field to maintain the good order of international society.
