澳大利亚民族政策对海南黎族发展的启示

On Revelation of Australian Ethnic Policies to the Development of Li Ethnic Group in Hainan Province

澳大利亚由多个民族组成,民族成分异常复杂。为巩固统治者权益,澳大利亚政府就民族关系前后共实施了五种政策。而处于岛屿之上的海南省与澳大利亚一样也由多个民族组成,譬如占据主导地位的汉族和以世居黎族为代表的少数民族。海南省政府为维护黎族与其他民族的和谐关系、促进黎族地区的经济发展,在经济、教育和文化等方面推出了一系列政策。这些政策取得了显著的成效,但若能够借鉴澳大利亚的民族发展经验,吸收其一体化政策和多元文化政策的核心思想,黎族的传统文化和地区经济或有望得到进一步发展。

Australia is a composite of multiple nationalities whose ethnic composition is extremely complex.To consolidate the rights of rulers,Australian government has implemented five policies on ethnic relations.Hainan Province,like Australia,is located on an island.It is also composed of various nationalities,such as the dominant Han nationality and ethnic minorities represented by Li ethnic group.Hainan provincial government has launched a series of policies on economy,education and culture so as to maintain the harmonious relationship between Li nationality ethnic group and other nationalities as well as promote the economic development of Li nationality areas.These policies have achieved remarkable results.And if Hainan Province can learn from Australia that is experienced in developing ethnic relations,absorbing the core idea of integration policy and multicultural policy,it is expected that the traditional culture and regional economy of Li Ethnic Group can get further development.
