浅析突发公共事件中跨文化应急沟通

Analysis of Cross-cultural Emergency Communication in Public Emergencies

当今世界,灾难频仍,人民的生命、财产受到严重威胁。在多民族、多语言地区突发公共事件应急处置与救援、事后恢复与重建等各环节中,需要文化各异的行动者的沟通和协调,而跨文化应急沟通是有效管理这些行为的必要手段。目前我国聚焦突发公共事件跨文化应急沟通的研究还未受到广泛重视。以国内外重大突发公共事件为背景,分析跨文化应急沟通在突发事件中的作用、应急人员在突发事件中面临的挑战以及影响跨文化有效沟通的关键因素,探讨如何提升突发公共事件中跨文化应急沟通能力。这对保障国家与人民安全,提高国家现代化治理能力,增强我国在国际舞台上的话语权具有重要的借鉴意义。

In today's world,there are frequent disasters and serious threats to people’s lives and property.The communication and coordination of actors with different cultures are needed in the process of emergency response and rescue,post-recovery and reconstruction of public emergencies in multi-ethnic and multilingual areas.Cross-cultural emergency communication is a necessary means to effectively manage these behaviors.At present,researches focusing on cross-cultural emergency communication in public emergencies in China have not received widespread attention.Based on the background of major public emergencies at home and abroad,this paper analyzes the role of cross-cultural emergency communication in emergencies,the challenges faced by emergency personnel in emergencies and the key factors affecting effective cross-cultural communication,and further discusses how to effectively improve the ability of emergency communication in public emergencies.This has important reference significance for ensuring the security of the country and its people,improving China’s modern governance capacity and enhancing China’s voice in the international arena.
