中外合作办学高质量发展:政策轨迹和政策供给 被引量:25

摘要 政策对中外合作办学高质量发展的引导和推动作用值得重视。分析中外合作办学发展中的政策轨迹,挖掘未来发展的政策趋向对推动中外合作办学高质量发展具有重要理论意义和现实价值。中外合作办学从起步探索到质量建设工程的实施,其政策轨迹清晰可见,呈现了从宽泛到具体、从零散到集中的渐进变化特征,体现了中外合作办学在实践中形成的政策设计、执行和评价务实稳健的特点。中外合作办学发展还面临办学实践与政策目标脱节、政策供给滞后、政策效能有待提高、政策评价改革需要深化等问题。未来,我们应为中外合作办学提供积极而足够的政策供给:进一步明晰政策目标,完善高质量政策制度;直面办学实践,加大高质量政策供给力度;稳步推进高质量政策评价体系建设,强化政策效果评价;着力打造政策供给、执行和评价的专业化团队。 The role of policies in guiding and promoting the high-quality development of Chinese-foreign cooperation in running schools is worthy of attention.It is of important theoretical significance and practical value to analyze the policy track in the development of Chinese-foreign cooperation in running schools and dig out policy trends for future development.From the initial exploration to the implementation of the quality construction project,the policy track of Chinese-foreign cooperation in running schools is clearly visible,showing progressive change characteristics from broad to specific,and from scattered to concentrated.Formed in the practice of Chinese-foreign cooperation in running schools,pragmatic and stable characteristics of policy design,implementation and evaluation are also reflected in the policy track.However,the development of Chinese-foreign cooperation in running schools still faces problems such as the disconnection between school-running practice and policy goals,the lagging of the policy supply,the need to improve policy effectiveness,and the need to deepen policy evaluation reforms.In the future,we should provide active and sufficient policies for Chinese-foreign cooperation in running schools:further clarify policy objectives,and improve the high-quality policy system;increase the supply of high-quality policies towards the practice of running schools;steadily promote the construction of a high-quality policy evaluation system to strengthen the evaluation of policy effects;focus on creating a professional policy supply,implementation and evaluation team.
