广东省小型水利工程安全运行管理中存在的主要问题及改进措施

Main Problems and Improvement Measures in the Safe Operation Management of Small Water Conservancy Projects in Guangdong Province

近年来,小型水利工程原有的运行管理模式越来越难以适应市场化发展要求,推进小型水利工程安全运行管理体制改革势在必行。本文分析了广东省小型水利工程的特点,梳理了安全运行管理方面存在的问题:政府管理部门对安全运行管理的重要性认识不足;投入管理资源针对性不强;管理体制相对落后;管护资金投入不足;管理部门职责不明;专业管理人才紧缺;制度不健全;水利管理信息化建设程度不高等。依据国家相关政策法规及要求,提出如下建议:提高政府管理部门的认识;核实工程效益,制定更有针对性的管理措施;创新管理机制,引入物业化、智能化管理,提高管理效率;加大财政投入,建立管护经费投入稳定增长机制;建立考核、监督、奖惩机制;重视并加强人才队伍建设,提高专业化水平;利用现代化科技推进全省水利管理信息化及管理平台建设等。

In recent years,the original operation and management mode of small water conservancy projects is more and more difficult to adapt to the requirements of market-oriented development,so it is imperative to promote the reform of safe operation and management system of small water conservancy projects.This paper analyzes the characteristics of small water conservancy projects in Guangdong Province,and summarizes the problems existing in the safe operation and management:the government management departments have insufficient understanding of the importance of safe operation and management and the pertinence of investment management resources is not strong;the management mechanism is relatively backward;management and maintenance funds are insufficient;the responsibility of management departments is unclear,professional management talents are scarce and the system is not perfect;the degree of water conservancy management information construction is not high.According to the national policies,regulations and requirements,this paper puts forward the following suggestions:improve the understanding of local government management departments;verify the benefits of the project and formulate more targeted management measures;innovate the management mechanism,introduce property management and intelligent management to improve management efficiency;increase the financial input and establish a stable growth mechanism of management and maintenance funds;establish assessment,supervision,reward and punishment mechanism;pay attention to and strengthen the construction of talent team and improve the level of specialization;use modern science and technology to promote the construction of provincial water conservancy management informatization and management platform.
