摘要 本文基于地理信息系统(Geographic Information System,GIS)和多准则决策(Multi-criteria Decision Making,MCDM)方法提出潮流能区划方法框架,该框架包括可开发区域研究、开发适宜性评价两个阶段,排除指标、评价指标两大指标集。同时,为降低主观偏差,将集体决策理论引入层次分析法(Analytic Hierarchy Process,AHP),提出基于GIS的群层次分析法(Group Analytic Hierarchy Process,GAHP)。通过计算得出山东省潮流能可开发区域及最适宜开发区域,为山东省潮流能电站选址提供科学依据。 Shandong province is a large coastal province with abundant tidal current energy resources.Developing tidal current energy demonstration project is an important requirement for the 13th five-year plan and strengthening the status of a strong marine province.Tidal current energy zoning is the premise of demonstration project construction,which determines the site selection decision and economic and social benefits of tidal current power station.In order to realize tidal current energy zoning in Shandong Province,this paper proposes a method framework based on geographic information system(GIS)and multi criteria decision-making(MCDM).The framework includes two stages the research of developable areas and the evaluation of development suitability,and two criteria sets exclusion criteria and evaluation criteria.Besides,in order to reduce the subjective deviation,the collective decision theory is introduced into the analytic hierarchy process(AHP)and a GIS based group analytic hierarchy process(GAHP)is proposed.The developable area and the most suitable development area of tidal current energy in Shandong Province are obtained by calculation,which provides a scientific basis for the site selection of tidal current energy power stations in Shandong Province.
