“权威-规则”型政企关系驱动下的企业价值创造——基于“制度嵌入式创新”的案例研究

The Enterprise Value Creation Driven by “Authority-Rule” Oriented Government-Enterprise Relationship:A Case Study Based on “Institution-Embedded Innovation”

随着市场化的深入,中国政企关系逐渐形成了"强政府、强市场"的独特模式。以大连自贸片区及区内三家企业为例,探讨这种政企关系对企业价值创造的影响。研究发现:政治逻辑与市场逻辑相互作用呈现为"权威-规则"型政企关系,即在发挥市场资源配置决定性地位的同时政府依靠合法制度对企业进行干预的"强政府、强企业"关系模式;制度嵌入式创新是指新型政企关系下,政府依据战略目标赋予企业嵌入政府治理的合法性,通过整合资源实现优势互补并最终推动制度创新和价值创造的过程,包括目标嵌入、资源嵌入、行动嵌入;"赋能—协调—利用"的政企协同资源行动是新型政企关系下制度嵌入式创新促进企业实现价值创造的核心。

With the deepening of marketization, the relationship between the government and enterprises in China has gradually formed a unique pattern of "strong government and strong market". This paper chooses Dalian Free Trade Area and three enterprises in the zone to discuss the impact of the new government-enterprise relationship on the value creation of enterprises. The research findings are as follows:(1) The interaction between the political and market logics finally presents the "authority-rule" type of government-enterprise relationship, which refers to the "strong government, strong enterprise" interaction mode in which the government interferes with the enterprise by relying on the legal system while giving play to the basic position of market resource allocation;(2) The "Institutional Embedded Innovation" is the process, under the new relationship between the government and enterprises, where the government should be based on strategic goals, give enterprises the legitimacy of the government by integrating the resources and capabilities, and realize the complementary advantages to promote system innovation and value creation, including embedded targets, innovation, resources and actions;(3) Under the new relationship between the government and enterprises, the synergistic resource action of "Empowerment-Coordinating-Leveraging" is the core of the Institution-Embedded Innovation to promote the value creation of enterprises.
