民国初年的边疆治理思想与机构演变(1912—1919年)

The Ideology and Institutional Evolution of Frontier Governance in the Early Years of the Republic of China (1912-1919)

中华民国成立之初,中央政府治理边疆的思想既继承了中国历代边疆治理的优良传统,特别是"大一统"的治边思想,又出现"五族共和""民族平等"等新理念。在此基础上,边疆治理的机构也发生相应变化。因此,阐述1912—1919年我国边疆治理的主要思想和机构、分析其特点与得失,具有重要意义。

At the Republic of China was founded,the situation in the frontier areas was grim,and,thus,frontier governance became a major issue of common concern among the public.The idea of frontier governance not only inherits China’s outstanding tradition of frontier management of the past dynasties,especially the"Grand Unity"as an idea to govern frontier regions,but also includes new ideas such as"the Unity of Five Nationalities"and"the equality of all the nationalities".On this basis,the institutions of frontier governance have also undergone corresponding changes.Therefore,it is of great significance to document the major changes in the idea and practice of frontier governance from 1912 to 1919,and to offer critical analysis of their characteristics along with their progress and setback.
