欧洲标准评估框架对我国公立医院构建现代医院管理制度的启示

Common Assessment Framework and Its Enlightenment for Public Hospital to Construct Modern Hospital Management System in China

介绍了欧洲标准评估框架(Common Assessment Framework,CAF)的起源、目的、核心价值观、内容结构与实施方法。从我国公立医院部门属性、现代医院管理制度内涵、引入CAF理念现实需要等3方面分析了CAF之于我国公立医院构建现代医院管理制度的适用性。借鉴CAF的有益启示,认为我国应将CAF本土化并融入公立医院、现代医院管理制度构建过程,在公立医院中树立CAF八大核心价值观,构建基于CAF的公立医院绩效评价指标体系,严格按照CAF流程全员参与落实自我评估。

The origin, purpose, core values, content and implementation methods of Common Assessment Framework(CAF) are introduced to analyze the similarities between CAF and the construction of modern hospital management system in China from the nature of department,connotation of modern hospital management system and the realistic demand of introducing CAF idea. According to the enlightenment of CAF,it is needed to construct modern hospital management system in public hospitals of China;localizing CAF and integrate it into the construction process of modern hospital management system;set up the eight core values of CAF in public hospitals;establish a performance evaluation index system for public hospitals based on CAF. All staff should participate in self-evaluation of hospital by following the CAF process.
