Governance of Large Internet Platforms in the Digital Economy Era

大型互联网平台的兴起给市场监管部门带来了巨大的挑战,并且引发了"反垄断"话题。文章认为,大型互联网平台所代表的金融科技与网络经济的结合是一种新的社会生产方式乃至生活组织方式,仅从"反垄断"这一传统监管视角出发讨论其治理,可能会误置问题的焦点。实现对大型互联网平台的有效监管,不仅要求监管工具的改革与完善,还有赖于经济理论基础的深化和监管理念的重构。

The rise of large internet platforms has brought huge challenges to market regulators and raised topics concerning "antitrust". This paper argues that the combination of fintech and network economy represented by large internet platforms is a new way of social production and even a way of life organization. Discussing its governance merely from the traditional regulatory perspective of "anti-monopoly"may misplace the focus of the issue. Thus,this paper concludes that to achieve effective supervision of large internet platforms requires not only reforms and improvement of regulatory tools,but also the deepening of economic theoretical basis and the reconstruction of regulatory concepts.
