基于铁路项目材料价差调整问题研究

Research on Material Price Difference Adjustment of Railway Project

材料费在铁路工程项目造价中费用占比大,其价格波动对工程项目的造价及合同双方利益影响较大。公平合理地确定施工企业自购材料的差价,直接关系到铁路建设市场的健康稳定可持续发展。由于铁路建设项目的概预算管理自成体系,材料价差调整仍然延用原铁道部的材料价差调整的配套办法,该办法存在问题日益显现,与当前铁路建设环境也不相适应。本文将结合铁路项目现行的材料调差相关规定及通常采取的调差方法,对铁路项目的材料价差调整存在的问题进行剖析,并结合铁路项目实际及其他行业先进的经验,提出有关建议对策,以期为铁路项目政策制定和规范材料价差调整提供参考。

The cost of materials accounts for a large proportion in the cost of railway engineering projects,thereforewhich fluctuation not only has a great influence on the engineering cost but also affects the interests of both parties.Reasonable determination of material price difference purchased by construction enterprises is directly related to the healthy,stable and sustainable development of railway construction market.Because ofthe self-regulatedmode inbudget management of railway construction projects,the adjustment of material price difference still extends the supporting method of material price difference adjustment issued by the former Ministry of Railway.The old method has increasingly problem,and it is not suitable for the railway construction environment.This paper combines the relevant provisions of the current material adjustment of railway projects with the usual adjustment methods,analyzes the problems existing in material price adjustment of the railway project,and proposes the relative solution based on the reality of railway projects and the advanced experience in other industry,so as to provide valuable references for policy making and regularizing the material price adjustment in the railway projects.
