浅析铁路EPC工程总承包投资控制管理

目前我国政府积极倡导EPC工程总承包模式,铁路建设项目也正在试点开展工程总承包管理模式。投资控制管理是铁路建设项目EPC模式的重要内容,贯穿于建设管理的全过程,做好投资控制管理工作,是项目顺利实施的根本保证。本文阐述了铁路EPC工程总承包项目的特点,提出了铁路建设项目复杂、投资控制难度大、复合型人才不足是铁路建设项目EPC模式投资控制的主要影响因素,从以铁路设计院为主导的总承包单位的角度出发,提出了从投标决策阶段、施工图设计阶段和工程实施阶段、采购阶段对EPC工程总承包投资控制全过程管理的建议。

At present,the Chinese government actively advocates the EPC project general contracting mode,and the railway construction project is also experimenting with this mode.The investment control management is an important part of the EPC mode,which runs through the entire process of construction management.Doing a good job in investment control management is the fundamental guarantee for the smooth implementation of the project.This paper describes the characteristics of railway EPC general contracting projects,and proposes that the complexity of railway construction projects.The difficulty of investment control,and the lack of compound talents are the main influencing factors for the investment control of the railway construction project EPC mode.From the perspective of the contractor,it puts forward the suggestions on the management of the entire process of EPC investment control from the bidding decision-making stage,the construction drawing design stage,the project implementation stage,and the procurement stage.
