摘要
减少重大活动期间安全保障措施对交通的影响、发现复杂交通系统中的潜在安全风险是国内外城市管理工作面临的难题。在国家重点研发计划资助下,开展"冬奥会交通与安保协同管控体系"的研究,以全新的双向视角探索交通系统运行与城市安全保障的协同优化机制,重点解决大范围、异常天气下的城市安全风险感知与评估、应急响应与协同管控等关键技术难题。本文在概述国内外研究发展现状的基础上,重点探讨了多源数据融合关键技术与隐患感知体系、区域交通与城市安全的风险动态感知和协同管控、多态化物流在途风险研判及联合应对机制、新兴交通形态应用边界与协同管控、公共安全事件风险协同辨识及管控预案快速生成,为冬奥会及大型活动场景下的交通与安保协同防控水平、风险预测预警和应急指挥能力提升提供技术支撑。
It is a problem for both domestic and overseas urban management workers to alleviate the impact of security measures on transportation during important activities and to discover the potential security risks in complicated traffic systems.Funded by the National Key R&D Plan of China,the project carried out studies on the collaborated management and operation system of transportation and security measures for the Winter Olympic Games.It explores the collaborative optimization mechanism of transportation system operation and urban security measures from a brand-new two-way perspective,solving some key technical problems such as urban security risk perception and assessment,emergency response and cooperative control under a large-scale and abnormal weather condition.This paper summarizes the mid-term progress of the project.This paper gives a general description of the project's background and related research in China and abroad.It mainly introduces the key technology of multi-source data fusion and hazard perception system,dynamic perception of risk and cooperative control of regional transportation and city security,analysis and joint response mechanism of in-transit risks of polymorphic logistics,application boundary and cooperative control of emerging means of transportation,and research progress of risk identification and quick generation of control plan in public safety events.The research outcomes of the project will provide technical support for the improvement of the collaboration level of transportation and security measures,risk prediction and early warning,and emergency management in large-scale activities as well as the Winter Olympics.
