北京市房山区长阳镇中心区防涝规划研究

Study on waterlogging prevention planning of central vistriot of Changyang Town,Fangshan District,Beijing

防涝规划是城市排水防涝工程建设的纲领性文件,是解决地区内涝积水问题的技术依据。长阳镇中心区是北京地区典型的平原小城镇,存在地形平坦、降雨较为集中及雨水排除设施建设不完善等特点。针对解决当前该地区内涝频发的问题,研究了该地区防涝规划编制的技术路线、规划思路及工作方法。通过从雨水排除系统建立、防涝系统建立、防洪系统分析及超标内涝风险评估等4个方面进行系统研究,以问题为导向结合实施条件提出了修建雨水管道、建设调蓄设施及地形竖向调整等适宜的规划对策,并通过采用水动力模型分析了在不同情景下的内涝风险,验证了规划提出的对策的必要性及有效性。

Waterlogging prevention planning is a programmatic document for the construction of urban drainage and waterlogging prevention projects.It is the technical basis for solving the problem of waterlogging.Changyang Town Center is a typical flat town in Beijing.There are features of flat terrain,rainfall is concentrated and drainage are imperfect.To solve the current problem of frequent waterlogging in this area,We studied the technical route,planning ideas and working methods of waterlogging prevention planning in this area.The research is conducted from four aspects:the establishment of rainwater drainage sys-tem,the establishment of waterlogging-prevention system,the analysis of flood control system and the risk assessment of excessive waterlogging.Combined with the problem and enforceable conditions,came up with the rainwater pipeline,the construction of regulation and storage facilities,adjust the vertical direction and other planning countermeasures.Analyze risk of waterlogging in different condition using by hydrodynamic model,the necessity and effectiveness of the proposed countermeasures are verified.
