林业产业高质量发展系统动力机制研究

Research on the System Dynamic Mechanism of High-quality Development of Forestry Industry

基于系统动力学理论,构建林业产业高质量发展系统动力机制模型,从内核系统保证有效供给、外部系统刺激多角度需求以及内外系统耦合促进供求平衡设计林业产业高质量发展路径。结果表明:林业产业高质量发展将成为未来林区发展的新方向、新旧动能转换的新途径以及推动经济、社会和生态协调发展的新动力。因此,提出保证林业资源高质量、保证各项林业产业生态友好发展、保证经济发展与生态保护协调发展的建议,以实现林业产业高质量发展。

(1) Background--High-quality development will become the only way for the construction of a modern economic system.Forestry industry as an important part of modern economic construction, high-quality development will become the fundamental requirement of forestry development in the future.(2) Methods--By applying system dynamics theory analysis method, this paper expounds the dynamic mechanism of high-quality development of forestry industry in Heilongjiang, and constructs the system dynamic mechanism model of high-quality development of forestry industry from the interior and exterior of the system and the relationship between internal and external.At the same time, it provides data support for the endogenous mechanism of high-quality development of forestry industry according to the output value trend of forestry industry in Heilongjiang from 2006 to 2019.(3)Results--Based on the construction of the system dynamic mechanism model of the high-quality development of the forestry industry in Heilongjiang, the operation path is analyzed and designed from the endogenous mechanism, the outward mechanism, and the internal and external linkage mechanism.From the perspective of endogenous mechanism, the kernel system supports effective supply.From the perspective of model analysis, effective supply needs to ensure the quality of forest resources and the development quality of forestry industry.In 2018,the forest coverage rate in Heilongjiang reached 43.78%,the forest area was 19,904,600 hectares, and the forest growing stock was 1,847 million cubic meters.In 2019,the output value of the forestry industry in Heilongjiang was 128.5 billion yuan, a significant decline from 2018,a decrease of 12.47%,indicating that Heilongjiang needs to adjust the forestry industry structure and diversify the forestry industry.In terms of outward mechanisms, external systems stimulate multiple perspectives demand.In regards to model analysis, multi-angle demand is required to ensure the effectiveness of policy systems, the diversity of market demand, and the feasibility of scientific and technological inputs.The effectiveness of policy systems can provide a strong guarantee for the high-quality development of the forestry industry.From the perspective of internal and external linkage mechanisms, the coupling of internal and external systems promotes the balance of supply and demand.According to the model analysis, on the one hand, the balance of supply and demand is supposed to ensure the balance between economic and social development and ecological environment protection.On the other hand, it needs to ensure the balance between theoretical guidance and specific practice.(4) Conclusions and Discussions--The high-quality development of the forestry industry in Heilongjiang is an inevitable requirement for the transformation of the forestry industry.And it's a booster for the high-quality economic development of Heilongjiang, and an effective opportunity to achieve coordinated economic, social and ecological development.The high-quality of forestry industry in Heilongjiang province should realize from three aspects.Firstly, it is necessary to ensure the high-quality of resources, the high-quality of output of forestry, the high-quality of forestry supply and the high-quality development of forestry industry economic.Secondly, it is required to ensure various forestry industry development under eco-friendly development.Thirdly, it expected to ensure coordinate development between the development of economic and social and ecological environment protection, and promote the coordinated economic and ecological development under the Two Mountains theory so as to promote high-quality development of economic in Heilongjiang.
