基本公共服务均等化对城市群协调发展的驱动机制

The Driving Mechanism of Equalization of Basic Public Services on Coordinated Development of Urban Agglomerations

基本公共服务均等化是区域协调发展在民生领域的集中表现,而城市群乃是区域核心空间尺度,基本公共服务均等化既是城市群发展的结果,也是影响或制约城市群发展的原因,要进一步使两者协调发展,其中的驱动机制就成为值得研究的问题。故将城市群作为研究单元,以中国12个重点城市群2005—2018年的面板数据为研究样本,将基本公共服务分为经济类和社会类公共服务,分别针对两类公共服务均等化对城市群协调发展的驱动机制路径进行深入研究。理论分析和实证检验表明,经济类和社会类公共服务对城市群协调发展存在积极的影响;机制分析结果表明,经济类和社会类公共服务通过提高交易效率、科技创新、缓解收入差距及促进人口流动驱动城市群协调发展;使用替代变量进行稳健型检验,并采用社会类和经济类公共服务变量一阶滞后项为工具变量控制内生性,结论仍成立。

The equalization of basic public services is a concentrated expression of regional coordinated development in the field of people’s livelihoods. Urban agglomerations play as a regional core in spatial scale, the equalization of basic public services is both a result of the development of urban agglomerations and a cause that affects or restricts the development of urban agglomerations, and the driving mechanism of which becomes an issue worth studying in order to further make the two develop in a coordinated manner. Therefore, using urban agglomerations as the study unit, this paper takes the data of 12 key urban agglomerations in China from the year 2005 to 2018 as the research sample, divides basic public services into economic and social public services, and conducts an indepth study on the driving mechanism path of equalization of two types of public services on the coordinated development of urban agglomerations respectively. The theoretical analysis and empirical tests show that: economic and social public services have a positive impact on the coordinateddevelopment of urban agglomerations. Mechanistic analysis shows that economic and socialpublic services drive the coordinated development of urban agglomerations by improvingtransaction efficiency, scientific and technological innovation, alleviating income disparity, andpromoting population mobility. Robustness tests using alternative variables and first-order lagsof social and economic public service variables are used as instrumental variables to controlendogeneity, and the findings still hold.
