精神障碍者暴力犯罪防控是一项系统性工程。精神障碍者暴力犯罪的原因,在社会治理层面,存在着社会矛盾复杂、邻里纠纷激化、精神障碍者监管不到位等问题;在家庭层面,存在着婚姻家庭关系和亲子关系紧张等问题;在教育层面,存在着法治教育与心理教育不完善等问题。构建精神障碍者暴力犯罪防控机制,可以探索将精神障碍者犯罪防控问题纳入社会治理体系,加强婚姻及亲子专项法律宣传与心理辅导,从学校与社会视角展开法治与心理健康教育,同时搭建司法数据对接机制。

The prevention and control of violent crimes for people with mental disorders is a systematic project.The reasons for the violent crimes by mentally disabled include complex social contradictions,intensification of neighborhood disputes,and inadequate supervision of mentally disabled people at the social governance level;at the family level,there are problems such as marriage and family relations and parent-child tension.At the level of education,there are problems such as imperfect legal education and psychological education.Establishing an integrated prevention and control mechanism can explore the integration of crime prevention and control issues for people with mental disabilities into the social governance system,strengthen special legal publicity and psychological counseling for marriage and parenting,and launch legal and mental health education from the school and social perspective.Meanwhile,a judicial data docking mechanism will be established.
