摘要
电网企业效益评估是企业提高竞争力、决定发展方向的重要环节,为保证评估的可行性与准确性,提出运用数据包络分析法(Data Envelope Analysis,DEA)联合径向基函数神经网络(Radial Basis Function Neural Network,RBFNN)双重算法进行效益评估计算。针对评价指标选取主观性、片面性,指标数据难以获取等问题,以电网监控运营中心基础,提出运用层次分析法(Analytical Hierarchy Process,AHP)结合变权重方法,筛选合适的效益评价指标及数据。以电网监控运营中心监测的供电公司实际运营数据进行效益评估,仿真实例证明,组合效益评估方式可有效处理多部门多指标电网企业的评估,为决策者从综合视角发现企业问题症结,全方位把控电网企业综合运营效益及战略发展部署提供了理论依据。
The benefit evaluation of power grid enterprises is an important link for enterprises to improve their competitiveness and determine their development direction.In order to ensure the feasibility and accuracy of the evaluation,a dual algorithm of data envelopment analysis(DEA)combined with radial basis function neural network(RBFNN)was proposed to evaluate the benefits.Considering that the selection of evaluation indexes is subjective and one⁃sided,and it is difficult to obtain index data,an analytic hierarchy process(AHP)combined with variable weight method was proposed to screen appropriate benefit evaluation indexes and data based on the power grid monitoring and operation center.The actual operation data of the power supply company monitored by the power grid monitoring and operation center was taken as an example to evaluate the benefits.Simulation examples show that the combined benefit evaluation method can effectively deal with the evaluation of multi⁃department and multi⁃index power grid enterprises,and provide a theoretical basis for decision makers to find the crux of enterprise problems from a comprehensive perspective and control the comprehensive operation benefits and strategic development deployment of power grid enterprises in an all⁃round way.
