运用WBS-RBS工作分解结构—风险分解结构分析法,对体育场馆PPP模式建设工作过程进行分解,结构分为立项阶段、设计阶段、实施阶段、收尾阶段,体育场馆前期准备,体育场馆招标实施,体育场馆建立,体育场馆移交。风险分解结构识别出:政治风险源;政府延迟审批风险;责任人换届风险;行业法规更改风险;经济风险源:投资回报风险;供给融资风险;通货膨胀风险;社会风险源:地域文化风险;社会舆论风险;生态与灾害风险;运营风险源,票价制定风险;场馆运营风险;从业人员风险。

By using WBS-RBS work breakdown structure risk decomposition structure analysis method,this paper decomposes the construction process of PPP mode of sports venues. The structure is divided into project approval stage,design stage,implementation stage and ending stage. The preliminary preparation of sports venues,the implementation of bidding for sports venues,the establishment of sports venues,and the handover of stadiums and stadiums. The risk decomposition structure identifies: political risk source;government delay approval risk;person in charge change risk;industry regulation change risk;economic risk source,investment return risk;supply and financing risk;inflation risk;social risk source,regional culture risk;social public opinion risk;ecological and disaster risk;operational risk source,ticket price setting risk;venue operation risk;and employee risk.
