摘要
利用2007—2016年204个地级及以上行政级别城市的面板数据,借助双重差分方法对低碳城市试点的绿色发展效应进行了评估。研究发现,低碳城市建设能够有效促进地方绿色发展,试点城市的绿色全要素生产率提高了约1.9个单位。机制分析表明,低碳城市建设通过产业结构高级化和技术创新促进了地方绿色发展,但异质性较为明显:相对于非资源枯竭型城市,资源枯竭型城市的绿色发展效应有限;东部地区的绿色发展效应较为理想,而中西部和东北地区并未实现预期的经济和环境目标。
Using panel data of 204 cities at the prefecture level and above from 2007 to 2016,with the aid of Difference-in-Differences method,this paper evaluates green development effects of low-carbon city pilots.The results show that construction of low-carbon city can effectively promote local green development,and green total factor productivity of pilot cities has increased by about 1.9 units.Mechanism analysis shows that the low-carbon city construction has promoted local green development through advanced industrial structure and technological innovation,but the heterogeneity is more obvious.Compared to non-resource-exhausted cities,the green development effect of resource-exhausted cities is finite.The green development effect in the eastern region is relatively ideal,while the mid-west and the northeastern regions have not achieved expected economic and environmental goals.
