生态文明示范区建设背景下的环境保护制度优化路径研究

我国虽然已有相应的污染防治的法律法规及政策标准,但在实际执行层面基层组织大都仅依据国家或省级相关标准,较少结合本地实际制定出既更具针对性的制度措施。优化制度建设、强化监督机制和深化考核评估是生态环境保护制度得到有效落实的重要前提,因此,各级地方政府应按照生态文明建设的要求全面清理和修订规范性文件,建立有利于推进本区域生态文明建设的制度体系,将宏观层面关于生态文明建设的具体要求落实到微观层面对生态环境的具体保护。

Although there are relevant laws,regulations and policy standards for pollution prevention and control in China,the grass-roots organizations only rely on relevant national or provincial standards in practical implementation,and seldom formulate more targeted institutional measures based on local realities.Optimizing system construction,strengthening supervision mechanism and deepening assessment and evaluation are important prerequisites for the effective implementation of ecological environmental protection system.Therefore,local governments at all levels should comprehensively clear and revise normative documents in accordance with the requirements of ecological civilization construction,and establish a system conducive to promoting regional ecological civilization construction.The specific requirements of ecological civilization construction at the macro level are translated into the specific protection of ecological environment at the micro level.
