关于入海排污口设置论证工作的问题及对策思考

本文结合入海排污口设置论证的实际工作经验,提出入海排污口备案管理范围不明确、海洋功能区划中排污特殊利用区划定不合理、入海排污口设置论证程序不规范、排污混合区范围的确定方法不严密等一系列问题,提出建立入海排污口备案分类管理体系、海洋功能区划中排污特殊利用区合理划定、制定入海排污口设置论证技术规范、完善排污混合区范围的确定方法等对策,以期完善入海排污口设置论证工作的规范及标准。

This article based on the actual work experience in the demonstration of the establishment of sewage outlets into the sea,it is proposed that the management scope of the sewage outlets into the sea is not clear, the special use of sewage in the marine functional zoning is unreasonable, the demonstration procedures for the establishment of sewage outlets into the sea are not standardized, and the scope of the sewage mixed zone is not standardized. A series of issues such as the lack of rigorous determination methods, the establishment of a classification management system for the filing of sewage outfalls into the sea, the rational delineation of special use areas for sewage discharge in the marine functional zoning, the formulation of technical specifications for the demonstration of the establishment of sewage outfalls in the sea, and the improvement of the method for determining the scope of the sewage mixed zone,with a view to perfecting the norms and standards for the demonstration of setting up sewage outlets into the sea.
