两岸应用型大学教师评价制度对比研究——基于职称评价的视角

摘要 两岸应用型大学教师评价制度治理基础不同,从职称评价的视角进行对比研究,其治理模式既有相同点和相似的发展趋势,又有明显差异。大陆应用型大学可借鉴有益的经验,处理好职称评审权“放”与“管”、职称评价与其他教师评价、定量评价与定性评价、打破传统做法与改革创新的关系,推进治理制度创新,逐步构建适应应用型大学发展的评价制度,为应用型大学高质量发展提供制度保障。 The cross-strait applied universities have different governance foundations for the teacher evaluation system.From the perspective of professional title evaluation,it is found that the governance models have similarities and similar development trends,but also have obvious differences.The applied universities in mainland China could learn useful experiences to properly handle the"delegation"and"management"of professional title evaluation rights,professional title evaluation and other teacher evaluations,quantitative evaluation and qualitative evaluation,break the relationship between traditional practices and reform and innovation,promote innovation in governance systems,and gradually construct an applicable evaluation system for the development of applied universities,thus providing institutional guarantees for its high-quality development.
