Working Links and Index Optimization for Tightening the Cage of Institutions

扎紧制度笼子有三个工作环节:发掘时代价值、优选原材料、改进编扎技术。它们分别回答了“为何”“用何”以及“如何”扎紧制度笼子的问题。相应的,扎紧制度笼子有五个工作指标:认同度、精准度、震慑度、灵敏度、覆盖度,用它们分别对时代价值的发掘程度、原材料的优选水准、编扎技术的改进状况进行评估。为了实现指标优化,需要在上述三个环节同时发力:进一步发掘时代价值,提升认同度;进一步优选原材料,提升精准度、震慑度、灵敏度;进一步改进编扎技术,提升覆盖度。

There are three working links in tightening the system cage:exploring the value of the times,optimizing raw materials,and improving the weaving technology.These correspond to the issues of“why”,“how to use”and“how to tighten the cage”respectively.Correspondingly,there are five working indicators for tightening the system cage:recognition,accuracy,deterrence,sensitivity and coverage,respectively evaluating the degree of the value of the times,the optimization level of raw materials,and the improvement of weaving technology.In order to achieve the indicator optimization,we need to work at simultaneously in the above three aspects:further exploring the value of the times,enhancing the degree of recognition,further optimizing raw materials to improve accuracy,deterrence power and sensitivity;further improving binding technology to improve coverage.
