强党性修养视域下推动城乡义务教育优质均衡发展的路径探析

义务教育均衡发展是实现教育公平的重要手段和现代教育的本质要求,更是社会主义制度的显著优势。"互联网+教育"的融合为城乡以强弱学校结对帮扶促进教育优质均衡发展创造了良好条件和机遇,以往在破解城乡教育优质均衡发展的难题时,更多关注于技术开发和利用,而在一定程度上忽略了加强党性锻炼和修养在这一领域所发挥的不可替代的内生的"粘合"作用。正是因为党员、干部不断进行自我净化、自我完善、自我革新、自我提高,不断提升党性修养,才为推动城乡教育优质均衡发展奠定了雄厚的组织基础和人才保障。陕西在坚持党的全面领导,按照"五个一"的项目设计路径实践探索中初步走出了"基于互联网+教育精准扶智‘陕西案例’",有力促进了互联网环境下城乡义务教育教学理念、教学模式的改变,从而更好地推动区域城乡义务教育优质均衡发展贡献可推广的经验。

The balanced development of compulsory education is an important means to achieve educational equity. It is not only the essential requirement of modern education, but also the inevitable requirement of our socialist system. The integration of Internet plus education has created favorable conditions and opportunities for the urban and rural areas to strengthen the aid of the weak and the strong schools and promote the quality and balanced development of education. In the past, when the problem of quality balance between urban and rural education was faced with difficulties, more attention was paid to the development and utilization of technology, while the unreplaceable "gluing" role played by the party under the overall leadership and party spirit was neglected.It is precisely because the party members themselves have the characteristics of party spirit and the full play and demonstration of the principles of party spirit that the project is carried out smoothly. Adhering to the party’s overall leadership and practicing the exploration of the "five one" project design path, Shaanxi has initially stepped out of the endogenous role of "Internet plus education,precision training and wisdom "Shaanxi mode" from which we can deeply feel the party spirit empowerment, and see the changes in the teaching idea and teaching mode of urban and rural compulsory education under the Internet environment. So as to better promote the high-quality and balanced development of regional urban and rural compulsory education and contribute to the experience that can be popularized.
