人才竞争背景下引才政策实施效果研究--以南昌市“人才10条”为例 被引量:1

Research on the Implementation Effect of Talent Introduction Policy Under the Background of Talent Competition--Taking“10 Policies for Talents”in Nanchang City as an Example

摘要 为了深入实施人才强市战略,大力提升南昌核心竞争力和创新力,南昌市2020年出台了“人才10条”政策。通过问卷调查收集数据,对比分析了该引才政策在不同受众群体间的差异性,评析了“人才10条”政策实施效果。并据此提出了加大政策宣传力度,着重运用网络宣传平台、结合地区发展状况,打造城市亮点引才政策、提升人才发展环境,建立城市特色吸引力、政府与企业联动引才留才,建立长效反馈机制等建议,为制定更加科学化、合理化的人才政策提供参考。 Talent is the first resource to realize development.In order to further implement the strategy of strengthening the city with talents and vigorously enhance the core competitiveness and innovation of Nanchang City,Nanchang City has issued the“10 Policies for Talents”in 2020.This paper collects data through questionnaire survey.The differences of the talent introduction policy among different audience groups are compared and analyzed.The implementation effect of the 10 Policies for Talents is evaluated.This paper concludes that it is necessary to strengthen the policy publicity and focus on the use of network publicity platform.Combined with the regional development situation,the city highlight talent introduction policy should be created to improve the talent development environment.The characteristics of the city and the link of the government and enterprises to attract talents should be established.A long-term feedback mechanism should be established,which provides a more scientific and rational talent policy for talent policy.
