基于网络视角的高校知识产权运营平台治理模式

Governance pattern of university intellectual property operational platform from the theory of network

尽管学术界从不同角度探究基础研究与成果转化之间的鸿沟,但跨越“死亡之谷”仍然是全世界面临的难题。中国国家知识产权局以中国地质大学(武汉)为试点,旨在寻求破解这一难题的有效途径。以网络理论为视角,以中部知光技术转移公司为案例,梳理高校知识产权运营平台的成立背景,分析平台网络结构中政府、高校、企业、中介组织、孵化器、金融机构等多主体的参与程度,从治理机制、服务体系、技术转移渠道等不同角度归纳其网络治理模式。最后,基于分析高校知识产权运营平台存在的困难,对平台可持续运营提出若干建议。

It is puzzling to cross the valley of death which is a gap from research to technology transfer,though there were so many researches in the world.Recently the pilot project was run by China National Intellectual Property Administration,choosing China University of Geosciences in Wuhan to solve the problem.The paper reviews the background of university IP operational platform,studies about different partners in the network from the case of Zhongbu Zhiguang Technology Transfer Company,including the government,university,business,incubator,intermediary,financial institution,etc.Then it summarizes the network governance patterns from the governance mechanism,service system and technology transfer channel.Lastly,the author makes suggestions to facilitate sustainable operation of platform based on the analysis of problem about the university IP operational platform.
