重心下移视角下城乡均衡发展的实践探索--以一个村改居社区的治理整合与重构为例

A Practical Exploration of Balanced Urban-Rural Development from the Perspective of Shifting the Center of Gravity taking the Integration and Reconstruction of Governance in a Village Conversion Community as an Example

党的十九大提出以重心下移推动社会治理能力和治理水平的提升,村改居社区作为基层社会治理较为独特的组成部分,其治理能力和水平的提升有利于推动城乡均衡发展。从新冠疫情防控切入田野调查得知,南通市崇川区鲍家桥社区通过治理重心下移的创新举措,构建了颇具特色的村改居社区治理模式,整合与重构了社区治理的影响力结构,推动居民自治良性有序发展,为推进新时代城乡均衡发展提供了具有参考价值的实践经验。

The 19th Party Congress proposed to promote the improvement of social governance capacity and level of governance by shifting the center of gravity downward.As a more unique component of grassroots social governance,the improvement of governance capacity and level of a village conversion community is conducive to promoting balanced urban-rural development.Taking the prevention and control of the new crown epidemic as an entry field investigation,we found that the Baojiaqiao community in Chongchuan District,Nantong City,has built a unique community governance model of village conversion through the innovative initiative of shifting the center of gravity of governance.It integrates and reconstructs the influence structure of community governance,promotes the benign and orderly development of residents*autonomy,and provides practical experience with reference value for promoting the balanced development of urban and rural areas in the new era.
