化工园区应急管理模式研究

Research on the Emergency Management Mode of the Chemical Industry Park

随着中国化工企业的迅猛发展,化工企业逐步形成化工园区集中化发展趋势。大部分化工园区参考国外先进的应急管理和安全管理模式和经验,坚持安全、环保、质量全面提升原则,在促进化工行业节能环保、安全生产、经济高效等方面发挥了关键作用。然而,化工园区内因其固有的属性,存在危险化工企业多,危险化学品种类多、数量多、高度密集的情况,能量高度积聚,加之企业的安全意识和应急管理措施不均衡,化工企业的安全生产难以得到可靠保障,一旦发生安全事故,如未能得到及时、有效应急处置,极易造成巨大的人员财产损失与负面的经济社会效益。因此,文章通过对常规化工园区应急管理情况进行研究,找出存在的风险,并有针对性地提出解决措施。

With the rapid development of chemical enterprises in China,chemical enterprises gradually form the centralized development trend of chemical parks.Referring to the advanced foreign emergency management and safety management mode and experience,most chemical parks adhere to the principles of safety,environmental protection and quality improvement,and have played a key role in promoting energy conservation and environmental protection,production safety and economic eff iciency in the chemical industry.However,chemical park for its inherent properties,there are dangerous chemical enterprises,dangerous chemical types,quantity,highly intensive,energy accumulation,and unbalanced enterprise safety awareness and emergency management measures,chemical enterprise production is diff icult to be reliable,once a safety accident,such as not timely and effective emergency disposal,easy to cause huge personnel and property losses and negative economic and social benef its.Therefore,we study the emergency management of the conventional chemical industry park,identify the existing risks,and put forward targeted solution measures.
