摘要
2020年财政部联合生态环境部等部门发布《土壤污染防治基金管理办法》,土壤污染防治基金制度由此成为我国土壤污染防治工作的重要一环。虽然从立法上看,该制度正在不断成熟,但在实践中仍存在许多问题有待解决。目前,我国土壤污染防治基金主要依靠政府出资,对土壤污染的预防作用发挥不够充分,治理效能有待提高。为此,应当不断拓宽基金的资金来源,强化预防,不断增强对土壤污染的治理效果。
In 2020,the Ministry of Finance together with the Ministry of Ecology and Environment and other departments issued the Soil Pollution Prevention Fund Management Measures.The soil pollution prevention fund system has thus become an important part of China's soil pollution prevention and control work.Although the system is maturing in legislation,there are still many problems to be solved in practice.At present,China's soil pollution prevention funds mainly rely on government investment.The soil pollution prevention role is not fully played,so governance efficiency needs to be improved.Therefore,we should broaden the source of funds,strengthen prevention,and enhance the effect of soil pollution control.
