摘要
城市防灾减灾研究存在"防灾减灾的研究"与"防灾减灾规划研究"两种趋向,都具有"未来导向性"的规划本质。该文系统梳理了国内外防灾减灾的理念、体系框架、方法技术及规划实践的研究成果,提出城市防灾减灾中的关键问题及规划应对策略。
There are two trends in the research on urban disaster prevention and reduction, "research on disaster prevention and reduction" and "research on disaster prevention and reduction planning", both of which have the nature of "future-oriented" planning. The research results on the concept, system framework, methods and techniques, and planning application of disaster risk reduction at home and abroad are systematically reviewed. We put forward the key problems in urban disaster prevention and reduction and the countermeasures of planning.
