新时期普通国省道国土空间控制规划策略探讨

Discussions on the Strategy of Land Space Control Planning of Common National and Provincial Roads in the New Era

新时期国土空间规划提出全域全要素空间治理要求,普通国省道在区域交通基础设施中比例较大且发挥重要支撑作用,其线性空间特征与其他空间存在复杂交互关系。传统普通国省道规划面临生态文明战略背景下的空间治理挑战,需要反思规划设计阶段的路径和技术要求,摆脱传统发展思路的"惯性",强调空间的协调。通过对新时期国土空间治理要求的解析,归纳传统普通公路规划的不足,以南部县普通国省道国土空间控制规划为例,从建立符合功能需求的区域交通体系、空间集约利用及"一张图"管控、"三区三线"协调机制和构建技术管控平台等4个方面,探讨了普通国省道的国土空间控制规划策略。

The land spatial planning puts forward the requirements of all-round and all-factor spatial governance in the new era.The ordinary national and provincial roads play an important role in regional transportation infrastructure,and their linear spatial characteristics have complex interaction with other spaces.The traditional provincial road planning faces the challenge of space governance under the background of ecological civilization strategy,which needs to consider on the path and technical requirements in the planning and design stage,get rid of the"inertia"of traditional development ideas,and emphasize space coordination.Based on the analysis of the requirements of land and space governance in the new era,in this paper the shortcomings of traditional ordinary highway planning are concluded.Taking the land and space control planning of ordinary national and provincial roads in Nanbu county as an example,the land space control planning strategy of provincial road is discussed from four aspects which are establish of a regional traffic system that meets the functional requirements,intensive utilization of space and"One Map"management and control,"Three Areas and Three Lines"coordination mechanism,as well as building a technology management and control platform.
