摘要
易制爆危险化学品的安全管理关系到社会公共安全,由于管理过程中存在种种问题,不可避免地造成过重大事故的发生,为了探索对易制爆危险化学品的有效管理措施,运用功能共振法对"7.12"宜宾燃爆事故从系统功能要素分析,构建出事故系统功能网络,确定了功能共振要素及失效功能连接。结果表明,该起事故是由于多项功能要素连接失效,引发功能共振。由此在提升系统安全性能方面,监管部门要严格执法,运用物联网等技术加强对从业单位的审批和监督检查,从业单位依法生产、使用、储存、运输合格的易制爆危险化学品,将易制爆危险化学品处于安全有效的管控之下。
The safety management of explosive prone hazardous chemicals is related to social and public safety. Due to various problems in the management process, major accidents have inevitably occurred. In order to explore effective management measures for explosive prone hazardous chemicals, the functional resonance method is used to analyze the "7.12" Yibin combustion and explosion accident from the system functional elements to build the accident system functional network. The functional resonance elements and failure functional connections are determined. The results show that the accident is due to the failure of the connection of multiple functional elements, which leads to functional resonance. Therefore, in terms of improving the safety performance of the system, the regulatory authorities should strictly enforce the law, use the Internet of things and other technologies to strengthen the approval, supervision and inspection of the units. The units produce, use, store and transport qualified explosive prone hazardous chemicals according to law, so as to keep the explosive prone hazardous chemicals under safe and effective control.
