一体推进“三不”的内在逻辑与实践进路

The Overall Promotion of“Three Noes”:Internal Logic and the Path to Practice

在持续深入开展反腐败斗争中,一体推进不敢腐、不能腐、不想腐的重要论述经历了一个渐进形成的过程。在基本内涵上,一体推进"三不"既意味着应将"三不"作为反腐败斗争的目标进行一起推进、同步推进,又意味着应把"三不"作为一个整体进行系统推进、整体推进、协同推进。在内在逻辑上,一个总体定位是,"三不"是有机统一的整体,因而不应将"不敢腐"理解为治标之策、"不能腐"和"不想腐"理解为治本之策,不应认为只有先做到"不敢腐",然后才能做到"不能腐",最后才能做到"不想腐"。在推进路径上,需要以"主体协同"来加强组织保障,以"精准惩治"来强化不敢腐的震慑力量,以"以案促制"来完善不能腐的制度体系,以"以案示警"来增强不想腐的自觉意识。

In the process of continuous and in-depth promotion of anti-corruption struggle,it has been a gradually formed process to the overall promotion of"no nerves,chances and wishes for corruption".The basic connotation of integrated promotion of"three noes"includes not only promoting"three noes"as the goal of anti-corruption struggle together,synchronously,but also take"three noes"as a whole for systematic,overall and coordinated promotion.In terms of internal logic,an overall positioning is that the"three noes"are an organic and unified whole.Therefore,"dare not corrupt"should not be understood as a palliative strategy,"can’t corrupt"and"don’t want to corrupt"should not be understood as a fundamental strategy.It should not be considered that only firstly"dare not corrupt",then"can’t corrupt"and finally"don’t want to corrupt".On the promotion path,we need to strengthen the organizational guarantee with"subject coordination",strengthen the deterrent force against corruption with"accurate punishment",improve the system that cannot be corrupted with"case promotion",and enhance the consciousness of not wanting to corrupt with"case warning".
