山水林田湖草系统治理是习近平新时代中国特色社会主义思想生态发展观的重要内容,为生态治理提供了有效路径。云南大理白族自治州(以下简称大理州)牢记习近平总书记对大理州以洱海保护为重点的生态文明建设提出的要求和寄予的期望,将生态作为立州之本,深入推进生态文明建设,在山水林田湖草系统治理方面进行了实践探索,初步形成了"洱海模式"。通过剖析山水林田湖草系统治理观的哲学基础和科学内涵,结合大理州山水林田湖草系统治理的生动实践,就新发展阶段山水林田湖草系统治理提出对策。

System governance of the mountain-river-forest-farmland-lake-grass is an important content of XI Jinping’s ecological development concept of socialism with Chinese characteristics in the new era,and it provides an effective path for ecological management.Dali Prefecture keeps in mind the requirements and expectations put forward by General Secretary XI Jinping on the ecological civilization construction of Dali Prefecture focusing on the protection of Erhai Lake,takes ecology as the foundation of the state,and deeply promotes the construction of ecological civilization,and has carried out practical exploration on the system governance of the mountain-river-forest-farmland-lakegrass,preliminary formation of the"Erhai Lake Model".This article analyzes the philosophical basis and scientific connotation of the system governance of the mountain-river-forest-farmland-lake-grass,combined with the vivid practice of Dali Prefecture’s system governance of the mountain-river-forestfarmland-lake-grass,and the countermeasures are put forward for system governance of the mountainriver-forest-farmland-lake-grass in the new development stage.
