环境规制对黄河流域绿色经济效率的影响及空间溢出效应研究--基于超效率SBM和空间计量模型的实证检验

Research on the Impact and Spatial Spillover Effect of Environment Regulation on the Green Economic Efficiency in the Yellow River Basin--An Empirical Test Based on Super Efficiency SBM and Spatial Econometrics Model

本文采用2004-2018年黄河流域沿线省份的面板数据,使用非期望超效率SBM模型测算了黄河流域沿线省份的绿色经济效率,运用空间全局莫兰指数评估了2004-2018年黄河流域绿色经济效率的空间关联性,采用空间计量模型实证分析了环境规制对黄河流域绿色经济效率的影响以及空间溢出效应。研究结果表明:2004-2018年间黄河流域绿色经济效率的均值为0.879,并呈现逐年下降的趋势;黄河流域绿色经济效率在2006-2018年间存在显著的正向空间关联性;环境规制与黄河流域绿色经济效率存在倒“U”型关系;同时,经济增长、产业结构、研发投入等因素对黄河流域绿色经济效率有显著正向影响,对外开放有显著负向影响。

Based on the panel data of provinces along the Yellow River Basin from 2004 to 2018,this paper uses the unexpected super efficiency SBM model to measure and calculate the green economic efficiency of provinces along the Yellow River Basin,evaluates the spatial correlation of the green economic efficiency in the Yellow River Basin from 2004 to 2018 by using the spatial global Moran’s I index,and adopts the spatial model to conduct an empirical analysis of the impact of environmental regulation on the green economic efficiency and spatial spillover effect in the Yellow River Basin.The results show that:The average value of the green economic efficiency in the Yellow River Basin from 2004 to 2018 is 0.879,and shows a downward trend year by year;there is a significant positive spatial correlation between the green economic efficiency in 2006-2018;there is an inverted“U”relationship between environmental regulation and the green economic efficiency;in the meantime,the economic growth,industrial structure,R&D investment and so on have a significant positive impact on the green economic efficiency of the Yellow River Basin,while the degree of opening to the outside world has a significant negative impact on the green economic efficiency.
