城市规模结构变化的国际经验研究——以伦敦、东京、首尔为例

Study on International Experience of Changes in Urban Scale and Structure--Taking London,Tokyo and Seoul as Examples

在过往发展历程中,部分发达国家在快速城市化时期通过人口分散化政策对其首都地区人口规模的快速膨胀进行了调控,本文通过以英国伦敦、日本东京、韩国首尔等典型城市为例,对城市化快速发展阶段的城市人口规模调控的政策原因、政策历程和政策效果进行分析,总结这些城市人口调控政策失败的经验和教训,为我国的大城市规模调控政策导向提供参考借鉴。

In the past development,during the period of rapid urbanization,some developed countries have regulated the rapid expansion of population in their capitals through population decentralization policies.This paper by taking typical cities such as London,Tokyo,Japan and Seoul,South Korea as examples,this paper analyzes the policy reasons,policy process and policy effects of the regulation of urban population size in the stage of rapid urbanization,and summarizes the experiences and lessons from the failure of population regulation policies in these cities.The purpose of this paper is to provide reference for the policy guidance of scale regulation of big cities in China.
