海淘浪潮中的消费者权益保护问题研究——以澳门为例

Research on the Protection of Consumers'Rights and Interests in the Wave of Overseas Shopping--Taking Macao as an Example

近年来,随着全球经济合作的进一步加深,俗称"海淘"的跨境网络购物迅猛发展,消费者在享受便利的同时面临着许多风险。中国澳门由于地理位置等特殊原因,居民网络购物行为多为跨境购物模式。现在我国正值"十四五"时期,粤港澳大湾区的高质量建设是"十四五"规划中的重要目标之一。本文研究了中外相关立法现状,从宏观层面分析,提出了完善相关立法体系、搭建在线纠纷解决机制、加强国际合作、推进大湾区物流高质量建设4项建议。既保护中国澳门居民在海淘购物时的消费者权益,也推动了粤港澳地区的高质量建设进程,利于"十四五"规划目标的完成。

In recent years,with the further deepening of global economic cooperation,cross-border online shopping,commonly known as"overseas shopping",has developed rapidly.Consumers are faced with many risks while enjoying convenience.Due to geographical location and other special reasons,residents'online shopping behavior in Macao is mostly in the cross-border shopping mode.At present,China is in the"14th Five-Year Plan"period,and the high-quality construction of the Guangdong-Hong Kong-Macao Greater Bay Area is one of the important goals in the"14th Five-year Plan".This paper studies the current situation of relevant legislation in China and abroad,analyzes it from the macro level,and puts forward four suggestions to improve relevant legislation system,build online dispute resolution mechanism,strengthen international cooperation,and promote the high-quality construction of logistics in the Greater Bay Area.It not only protects the rights and interests of Macao’s residents in overseas shopping,but also promotes the process of high-quality construction in Guangdong,Hong Kong and Macao,which is conducive to the completion of the"14th Five-Year Plan".
