摘要
2020年12月31日,教育部发布《关于受权发布参与1+X证书制度试点的第四批职业教育培训评价组织及职业技能等级证书名单的通知》(教职所[2020]257号),明确将《薪酬管理职业技能等级证书》纳入第四批1+X职业技能等级证书目录。为什么要培养新时代薪酬管理职业技能人才?如何培养薪酬管理职业技能人才?本文尝试从收入分配制度、个人所得税制度、社会保险制度改革,数字化发展、人力资本等角度探讨新时代薪酬管理职业技能人才培养的必要性,并从1+X证书制度和《"十四五"就业促进规划》角度探讨实施路径。
On 31st December 2020,Ministry of Education issued the Notification on Authorized Issuance of the Lists of the Fourth Round of Vocational Education Training and Evaluation Organizations and Vocational Skill Level Certificates Included in the Certificate(1+X)System(Faculty Department[2020]No.257),according to which the Certificate of Vocational Skill Level in Compensation Management was explicitly included in the fourth round of vocational skill level certificate(1+X)system.Why and how should people cultivate the talents with vocational skills in compensation management in the new era?This paper attempts a research into the necessity of cultivating talents with vocational skills in compensation management considering impacts from the income distribution system,individual income tax policies,the reform of social insurance system,the digital explosion,human capital,etc.It also explores an implementation path from the perspectives of Vocational Skill Level Certificate(1+X)System and Plan for Boosting Employment During the"14th Five-year"Plan Period.
