“双循环”新格局背景下我国乡村内循环阻塞问题及其破解思路

UNDER THE BACKGROUND OF“DOUBLE CIRCULATION”NEW PATTERN,THE PROBLEM OF CIRCULATION OBSTRUCTION IN RURAL AREAS OF CHINA AND ITS SOLUTION

经济双循环新格局是中央为应对国内外政治、经济问题而采取的新战略。该战略主要以建设系统完备的国内经济链条为目的,在此基础上推行国际经济循环。然而,经济双循环的本质是在社会系统改革基础上的社会大循环。经济内循环的重要构成部分是乡村内循环的建设。需要指出的是,在实施乡村内循环战略之前,我们要对可能影响乡村经济内循环的观念、结构、动力和制度等方面存在的阻塞现象进行全面思考,并采取系统的治理对策,为国内经济大循环扫清障碍。为此,笔者在文献研究和实地调研的基础上,提出了进一步解放思想、调整经济社会结构、不断改革各项障碍性制度等建议。

The new pattern of economic double circulation is a new strategy adopted by the central government to deal with political and economic problems at home and abroad.The strategy is aimed at building a well-structured domestic economic chain,on the basis of which the international economic cycle is pursued.However,the essence of the economic double cycle is the great social cycle based on the reform of the social system.The important component of economic inner circulation is the construction of rural inner circulation.However,before carrying out the strategy of rural inner circulation,it is necessary to think over the blocking phenomenon which may affect the concept,structure,motive force and system of rural inner circulation,and to take systematic countermeasures,clearing the way for the domestic economic cycle.On the basis of Literature Research and field investigation,this paper puts forward some suggestions,such as further emancipating the mind,adjusting the economic and social structure,and reforming various barrier systems.
