我国政府购买公共体育服务的“公共性拆解”风险与防控

政府购买公共体育服务是调动社会力量参与体育治理、提高供给效率、实现协同增效的重要途径。由于受供给主体、过程、场域等多因素的影响,政府购买公共体育服务的公共性在传递中易产生结构性失衡和价值流失,诱发“公共性拆解”的风险,从而导致公共体育服务供给质量下降。本研究基于公共性视角分析了政府购买过程中导致“公共性拆解”风险的成因包括:①三元主体公共责任流失;②法律法规机制、信息透明机制、公平竞争机制、监督评估机制等供给机制缺失。提出了防控建议:对政府购买公共体育服务公共性拆解风险的防控,有赖于强化三元主体的公共责任意识和重塑政府购买公共体育服务相关机制,从而实现政府购买公共体育服务公共性价值的回归。

The government's purchase of public sports services is an important way to mobilize social forces to participate in sports governance,improve supply efficiency,and achieve synergy.Due to the influence of many factors such as the supply body,process,field,etc.,the publicity of the government's purchase of public sports services has caused structural imbalance and value loss in the transmission,which induces the risk of"public dismantling"and ultimately leads to public sports services.The quality of supply drops.Based on the perspective of publicity,this study analyzes the causes of the risk of"public dismantling"in the process of government purchases,including:①The loss of public responsibilities of the ternary entity;②The supply of laws and regulations,information transparency,fair competition,and supervision and evaluation mechanisms.Lack of mechanism;③The government does not separate the government from the society and intervenes excessively.It also puts forward prevention and control suggestions:the prevention and control of the public dismantling risk of the government's purchase of public sports services depends on strengthening the awareness of public responsibility of the ternary subject and reshaping the government's purchase of public sports services,so as to realize the government's purchase of public sports services.The return of public value.
