摘要
从地方财政自主性的视角研究高等级公路发展与区域绿色经济效率之间的关系:基于非径向距离函数的加权SBM模型测算了1993—2015年中国各省份的绿色经济效率,随后利用省级面板数据实证检验了高等级公路规模对地区绿色经济效率的影响,并考察了地方财政自主程度在上述过程中发挥的机制。发现:第一,由于公路在建设、养护、运营环节中产生大量污染,中国高等级公路发展对绿色经济效率呈现出抑制作用。第二,地方财政自主性越高,则高等级公路发展对地区绿色经济效率的负面影响越小。第三,地方财政自主性区别造成的地区环境规制力度差异,是地方财政自主性发挥影响的重要机制。最后,根据研究结论给出针对性的政策建议。
This paper attempts to study the relationship between the development of high-grade highway and regional green economic efficiency from the perspective of local fiscal autonomy:firstly,the weighted SBM model based on non radial distance function is used to measure the green economic efficiency of China’s provinces from 1993 to 2015,and then the provincial panel data are used to empirically test the impact of high-grade highway scale on regional green economic efficiency,and local governments are investigated The mechanism of financial autonomy in the above process.The results show that:firstly,due to the large amount of pollution generated in the construction,maintenance and operation of highways,the development of high-grade highways in China has an inhibitory effect on green economic efficiency;secondly,the higher the local financial autonomy,the less negative impact of high-grade highway development on regional green economic efficiency;thirdly,the strength of regional environmental regulation caused by the difference of local financial autonomy The difference is an important mechanism of local fiscal autonomy.According to the conclusion of the study,some policy suggestions are given.
