Construction of Facilities Connectivity and Provision of Public Goods Under"The Belt and Road Initiative":Based on the Suez Canal Incident

当今世界正处在大发展、大变革、大调整时期,全球治理面临着多方面挑战,世界政治的不稳定性和世界经济的不确定性不断蔓延。在全球运输链和供应链领域,应对突发事件能力不足的问题越来越突出。2021年3月苏伊士运河事件造成的“堵船”,对世界航运业造成冲击和恐慌。如何防范风险,维护世界产业链、供应链的稳定,降低风险成本和交易成本再次成为世界关注的焦点。“一带一路”倡议是中国积极参与全球治理,为推动国际合作提出的中国方案。如何通过国家间的协调,防范风险,打通国际合作链条中的堵点,是“一带一路”建设的重要内容。本文通过梳理苏伊士运河事件、中欧班列发展和北极航道拓展,分析“一带一路”建设过程中的困境、风险和挑战,结合实际,指出了发展国际合作、完善全球治理的基本路径。

Today's world is in a period of great development,great change and great adjustment.Global governance is facing many challenges,and the instability of world politics and the uncertainty of world economy are spreading.In the field of global transportation chain and supply chain,the problem of insufficient ability to deal with emergencies has become increasingly prominent.The Suez Canal incident in March 2021 caused“ship blocking”,which caused shock and panic to the world shipping industry.How to guard against risks,maintain the stability of world industrial chain and supply chain,and reduce risk cost and transaction cost has once again become the focus of world attention.The belt and road initiative is a strategy put forward by China to play a role in global governance and promote international cooperation.How to prevent risks and break through the barriers in the chain of international cooperation through coordination among countries is an important part of the construction of the belt and road initiative.By analyzing the Suez Canal incident,the development of China-Europe trains and the expansion of Arctic waterway,this paper sums up the difficulties,risks and challenges in the process of“the belt and road initiative”construction,and attempts to point out the way of developing international cooperation and improving global governance.
