文化产业新业态培育的财政投入模式创新研究——以长沙为例

Research on the Innovation of Financial Investment Mode for the Cultivation of New Business Forms of Cultural Industry:A Case Study of Changsha

相比于传统文化产业,文化产业新业态科技含量更高、资产更轻、业态变化更快,对资金投入的需求更为强烈,对财政投入模式的变革要求也更为急切。长沙文化产业新业态培育及其财政投入存在管理机制缺乏创新、杠杆效应不显著、支持对象缺乏精准性、资金介入方式单一等主要问题。对此,长沙应以长效发展为目标、遵循协同管理原则、突出重点支持对象精准发力、提高间接经费支出比例、创新资金介入方式等财政投入模式。

Compared with the traditional cultural industry,the new mode of cultural industry has higher scientific and technological content,lighter assets,faster changes in format,stronger demand for capital investment and more urgent requirements for the reform of financial investment mode.There are some main problems in the cultivation of new business forms of Changsha cultural industry and its financial investment,such as lack of innovation in management mechanism,insignificant leverage effect,lack of accuracy of support objects,single way of capital intervention and so on.In this regard,Changsha should take long-term development as the goal,follow the principle of collaborative management,highlight key support objects,make accurate efforts,improve the proportion of indirect expenditure,innovate capital intervention methods and other financial investment modes.
