我国电子烟质量监管探析

Analysis of the Quality Supervision of Electronic Cigarette in China

近年来,电子烟凭借能够大幅降低有害成分的功能,以健康、时尚、个性化的形象受到烟民,尤其是年轻消费者的欢迎,其市场占比逐年徒增。虽然我国已有规定"电子烟等新型烟草制品参照卷烟有关规定执行",但具体的监管措施仍未明确和细化,因此,立法强化电子烟的质量监管势在必行。对我国电子烟质量监管提出了相关建议,为国家相关部门细化电子烟监管的政策和法律提供一定的参考。

In recent years,with the function of greatly reducing harmful ingredients,e-cigarettes are welcomed by smokers,especially young consumers,with a healthy,fashionable and personalized image,and its market share is increasing year by year. Although it has been stipulated that"e-cigarettes and other new tobacco products shall be implemented according to relevant regulations of cigarettes"in China,the specific regulatory measures are still not clear and detailed. Therefore,it is imperative to strengthen the quality supervision of e-cigarettes by legislation. This paper puts forward some suggestions on the quality supervision of e-cigarettes in China,and provides some reference for the relevant national departments to refine the policies and laws of e-cigarettes supervision.
