突发公共卫生事件视角下中国工会的治理机制研究--以新冠肺炎防控为例

Study on the Governance Mechanism of Chinese Trade Unions From the Perspective of Public Health Emergencies:Take COVID-19 Prevention and Control as an Example

新冠肺炎对世界经济、政治和社会造成了“世纪性”影响,疫情在中国的蔓延得到遏制离不开党领导下的工会组织的积极防控。本文基于中西方工会在疫情防控中的差异化表现,探究二者在政治信念、制度理论和组织体系方面的差异根源,分析中国工会在该次疫情防控中的积极作用和制度优势,进而提出突发公共卫生事件视角下的工会治理机制:坚定党的领导,采用法治思维和法治方式,丰富自身定位,强化理论研究和政策指导,完善应急应对机制。从制度设计上增强工会参与突发公共卫生事件的能力。

COVID-19 is having a“century”impact on the world’s economy,politics and society,and the spread of the epidemic in China cannot be contained without the active prevention and control organized by trade unions under the leadership of the CPC.Based on the differential performance of Chinese and Western trade unions in epidemic prevention and control,the root causes of the differences between the two in political belief,institutional theory and organizational system were explored,and the positive role and institutional advantages of Chinese trade unions in epidemic prevention and control were analyzed in this paper.Then,the mechanism of union governance was proposed from the perspective of dealing with public health emergencies:strengthen the leadership of the CPC,adopt the thinking and mode of rule by law,enrich their own positioning,strengthen theoretical research and policy guidance,and improve the mechanism of emergency response.The ability of trade unions to participate should be strengthened in public health emergencies in terms of system design.
