生产和分配是否处理得当,关系全面深化改革能否顺利推进。党中央对全面深化改革的生产和分配问题高度重视。全面深化改革中生产和分配问题的本质特征是在分配领域不断加强二次分配并辅以三次分配,以解决初次分配不到位导致的发展不平衡不充分的问题。在全面深化改革的生产和分配问题研究中,党的领导是核心变量,是不可或缺的要素,是全面深化改革的生产和分配研究不同于一般性生产分配研究的关键,由此才能更好地把握全面深化改革的价值功能,以及生产和分配的内在关系。党的十八大以来,加强和改善党对全面深化改革的领导,可以从党领导全面深化改革的机构演变得以证实,还可以从党引领全面深化改革的总体方向,以及党对生产和分配领域改革的统筹领导加以实现。由此,理论和实践都充分证明,只有在坚持和加强党的领导下,才能确保全面深化改革始终沿着正确的方向前进。
