民族地区发展悖论的破解与发展要素的时代赋值

On the Solution to the“Development Paradoxes”in Ethnic Regions and the Connotation Assignment of“Development Elements”by the Times

民族地区高质量发展不仅是破解发展不平衡不充分的重要引擎,更是民族地区政治、经济、社会和文化多领域、深层次的“大政治”。对民族地区当前面临的发展悖论及发展要素的内涵赋值进行总体研判,认为在快速发展的增长中心主义和现代化意识形态的主导下,亟需厘清民族地区单向度发展和脆弱生态环境承载力之间的对立性矛盾,建构既属于民族地区生计系统又属于现代化建构的价值诉求面向。型构新时代民族地区的发展要素,面临着现实困境、关键视角与根本遵循等重大问题,需从要素根植性视角对民族经济学的基本原理进行梳理和扩充,厘清民族地区经济社会发展所面临的传统与现代良性博弈及其创造性转化的价值导向、资源环境、系统结构、制度路径。通过对耦合式全域社会要素重构的逻辑思考,为政府出台相关改革措施提供考量。

High-quality development in ethnic regions is not only an important engine for cracking down on the unbalanced and insufficient development,but also a major problem influencing multi-fields of politics,economy,society,and culture in ethnic regions.On the basis of overall research and judgment of the current development paradoxes and the connotation assignments of development elements in ethnic regions,it is believed that under the guidance of the rapid development of“growth-centrism”and modern ideology,it is urgent to clarify the antagonistic contradiction between the unidirectional development of ethnic regions and the fragile capacities of ecological environment,and put forward the value demands of both the livelihood system of ethnic regions and the construction of modernization.In view of constructing the elements of the development of ethnic regions in the new era faced with major issues such as realistic dilemmas,key perspectives and fundamental principle,it is necessary to sort out and expand the basic principles of ethnic economics from the perspective of element rooting to clarify the benign game between the traditional and the modern and its creative transformation of value orientation,resource environment,system structure,and path to support the formation of the system in the economic and social development of ethnic regions.Through the logical thinking of the coupled global social element reconstruction,it aims to provide reference for government to initiate reform measures.
